Public statistics should show what the data can prove

A counter is only useful when people know what it counts. A sighting, a registered profile, a sterilization, and an adoption are different events.

Kyshik currently tracks profile status and sightings. Medical events need their own dated records before the public site can claim a specific vaccination or treatment count.

We want the public dashboard to explain its definitions and show an error when the data service is unavailable instead of displaying a misleading zero.
